Overview:

Rockport Apartments (the “Property”) is an existing 144-unit, market rate, residential rental property located at 14610 Puritas Avenue, Cleveland, OH 44135 on a 2.9 acre parcel of land. It was constructed in or around 1964. The Property consists of 6 three-story buildings (each building has two entrances with each entrance serving 12 units), and a separate single-story management office which will be demolished and replaced with a new 1,500 sf. structure.

The Property is centrally located in the Bellaire/Puritas neighborhood of Cleveland, and is the single most significant blight on what is otherwise a solid, stable, working-class neighborhood, a neighborhood offering substantial amenities to residents.

Severely substandard conditions at the Property are not the result of any “significant event,” but are the result of a combination of age, neglect and mismanagement. The building’s exterior renovation will include new roofing, windows, canopies, thru-wall air conditioning units, door replacement, masonry restoration and supplemental exterior lighting. The apartment building interiors will be comprehensively renovated with new kitchens, bathrooms, plumbing and HVAC systems. The site itself will undergo substantial rehabilitation including repaving the parking lot, sidewalk replacement, creation of rain gardens and a playground, dumpster enclosures, and ornamental steel fencing. Construction is expected to conclude at the end of August, 2012.
